What exactly are the numbers on the various resource deposits on the map? Are they only to do with the quantity, or also on the firing power of the fleet that may be guarding them?

A: look here on the Resources page. Each level Salvage fleet and resource depot has a certain level Draconian fleet and amount of resources. Also the type of Draconian blueprint you can find depends on the tier level of the fleet.
