This blueprint was first introduced as a T3 Prize in Forsaken Missions (4/30/14). They are now a T4 prize as of the Sept. 2014 Missions--when turrets expand soon (with OP6 right around the corner and an additional turret slot), Lead Panels might be rather viable for your base.
